Unfortunately, there is no way to play Pokemon White on PC directly. Once the ROMs are downloaded and configured, the emulator will be ready to play either the original Black and White version or the English version, which are both available. The ROMs can be found on various websites and once downloaded they must be placed in the correct directory in order for the emulator to recognize them. It also requires that you download ROMs, or game files, in order to play the game. Additionally, the emulator requires some configuration before you can play the game. While most emulators are either free or have a low cost, the Pokemon Black and White emulator requires that you have a valid license for the game in order to play it.
